CSV tools

CSV looks like the simplest data format there is, yet no single standard is enforced. RFC 4180 documents the common convention: one record per line, fields separated by commas, and quotes around any field that contains a comma, a double quote or a line break. Embedded quotes are doubled. In practice, files arrive with semicolon or tab delimiters, a UTF-8 byte order mark, Windows CRLF line endings, or a legacy encoding that turns accented letters into mojibake.

CSV has no types, so every value is text until something interprets it. Spreadsheet apps may strip leading zeros from IDs and postcodes or reformat long numbers. It is safer to inspect and clean a file with a tool that shows the raw data before you open it anywhere else.
